Proposals to conduct activities involving animals. 1. Review of Protocol #2517: The IACUC approved protocol contained several inconsistencies and/or contradictions in the text pertaining to number of animals to be used, procedures to be performed on the study animals, and substances to be administered to the study animals. Per this Section of the Regulations, a proposal to conduct an activity on animals must contain a complete description of the proposed use of the animals in order to ensure that the proposed activities meet all of the requirements of this subchapter. The IACUC needs to address this issue that was identified for this protocol. Correct by 10/15/15.

Training of personnel. 1. Pertaining to Protocol #2462: Clinical veterinary staff informed the IACUC of adverse events that took place in Fall 2014 that involved animals used under this protocol and a subcommittee was formed to investigate. Although prior instruction had been provided to laboratory staff on the institution's standards for animal use in research and for appropriate pre and post procedural care of research animals, it was determined that three doses of non-steroidal analgesic prescribed by veterinary staff to alleviate secondary effects of experimental manipulation were not administered to one pig and as a result, the animal experienced discomfort. Per this Section of the Regulations, all personnel involved in animal care and use should be qualified and appropriately trained in research methods of animal use and the proper pre procedural and post procedural care of the species of animals that the personnel will be working with. The IACUC and Attending Veterinarian acted to address this item by conducting an investigation and swiftly implementing corrective actions to prevent any future incidents. Corrective actions included but were not limited to providing re-training of laboratory staff and implementing other measures to ensure that future incidents do not occur. This item has been appropriately addressed by the research facility and it has been corrected.

-The licensee has an attending veterinarian (AV) and no written Program of Veterinary Care (PVC). The AV is working on a written PVC and had a deadline by the IACUC of 31 May 2015. However, no PVC is written at the time of the inspection 3 months post deadline. The licensee must consult with the attending veterinarian and develop a complete and accurate written program of veterinary care that reflects the practices at this facility. The written program of veterinary care will ensure that there is accurate communication between the applicant and the attending veterinarian and ensure that all routine medications and vaccines provided to the animals by the applicant are done with the direction and knowledge of the attending veterinarian. - Study and quarantine animals are not being attended over weekends or holidays. The facility policy defines working days as weekdays only. Animals are provided food and water to last them through the weekend, but there is no one observing or checking them during this time. On the daily observation records the weekends were dated and marked NA. I asked the facility representative who NA was and he stated that no one came in on the weekends and the technician would mark those days as NA and date the form. Each research facility shall have a person providing daily observation of all animals to access their health and well being. The observation may be done by a person other than the attending veterinarian as long as there is direct and frequent communication so timely and accurate information on problems of animal health, behavior, and well being is conveyed to the attending veterinarian. There is an older female bear named (cid:28)Honey" that has a large area of thinning hair thru out her lower back. In addition her eyes appear glazed and she has difficulty with her range of movement. Due to the lack of an attending veterinarian(cid:25)s evaluation it is difficult for the facility representative to determine what treatment should be for the older female bear. 3.125 (a) Structural strength, In the back holding area of the Collard Peccary enclosure, along the right rear wall is an area of broken stucco with exposed chicken wire with sharp edges. This area is not in good repair and the exposed chicken wire could potentially cause injuries to the animals. In the same back holding area, along the left rear side the floor is missing a board. This area has a large enough gap for an animal's foot to get caught which could potentially cause an injury. One bottle of injectable Baytril and one bottle of injectable Ivermectin were found inside a storage cabinet with no refrigeration and with a needle attached to draw the medication without an attached syringe. The open end of the needle is an access point of air or any contaminant that may spoil the medication. The expiration date was good and the Ivermectin bottle was nearly full. In order to provide appropriate methods to treat diseases, parasites, etc. medicines must be kept in a proper environment and free from contamination. To be corrected immediately. In the brown lemurs enclosure there was also an exposed nail head and a gap between to supporting post on the primary enclosure in which the animals could potentially get hung or stuck in. The primary enclosure shall be designed and constructed to prevent the animals from injury. Correct by August 26, 2015 ** In "Chucky" the rhesus macaque's primary enclosure there was a triangular hole in the wire approximately eight inches at one end and about eight inches long. There is potential for the animal to become entrapped, escape or another animal to enter the primary enclosure. The housing facilities for nonhuman primates must be kept in good repair and protect the animal from injury, contain the animal and restrict other animals from entering. Correct by August 23, 2015.

** The spider monkey and the bonnet macaque had feeding bowls that were sitting in the dirt outside the enclosure. They are required to reach through the fence to retrieve the food from the feeding bowls. The area outside the enclosure is not required to be cleaned or sanitized and not secure to keep vermin and pests from contaminating the feed. The feeding bowls shall be located so as to minimize any risk of contamination by pests and vermin. Correct by August 21, 2015.

** In the primary enclosure containing a tiger, the front part of the enclosure is 16 feet tall straight up at the highest point. There is vegetation growing up the side of the fence causing the fence to sag several feet in two areas. At several points there were pieces of 2x4 lumber that were supporting the uppermost part of the fence that were rotten and needs to be repaired and/or replaced. The primary enclosure fence needs to be maintained to ensure that the fencing is the height that can appropriately contain the animals and in good repair. ** The coatimundi's cage has an old rusted wire fence on the inner side of the newer fencing. Parts of this older fencing has broken pointy ends. The coatimundi's climb all over the cage and the pointy ends could potentially injure the animals. The fencing of the primary enclosure shall be structurally sound and shall be maintained in good repair to protect the animals from injury. ** In the cougars primary enclosure there was a hole in the top of the platform. A nail head was also exposed. The wood platform was also cracked in the middle. There is potential for the cougars to entrap their foot in the hole and cause injury. There is also potential for the cougars to injure themselves on the exposed nail head and for the platform to break under the weight of the cougars. The platform shall be maintained in good repair to protect the animals from injury. ** Around the black bears primary enclosure there are posts stabilizing the fencing horizontally that needs repairing and replacing. There is potential for the fencing to come down allowing the animals to escape. The post shall be maintained in good repair to protect the animals from injury. ** In the grizzly bears primary enclosure there is a large hole that is directly beneath a thin concrete slab. Since the concrete is so thin and the hole beneath it is so large, with the constant traffic of the bears walking on it, it could potentially collapse causing injury to the bears. The flooring in the enclosure shall be structurally sound and maintained in good repair to protect the animals from injury. It was corrected by the exit interview.

** In the grizzly bear's enclosure there was an area adjacent to the pond that was muddy that the bears were walking through. An area that doesn't drain and that allows water and mud to accumulate has the potential to cause sanitation related diseases. A suitable method shall be provided to rapidly eliminate excess water. ** The top of the tigers enclosure was covered in decomposing old leaves and debris. The top of the sheet metal roof could not be observed and could potentially degrade the roof causing it to be in disrepair. Please keep the roof of the enclosure cleaned and free of old leaves and debris. Correct by August 20, 2015 ** In the goats and sheep enclosure there were several strands of green hay twine scattered across the ground and it needs to be removed. The animals could potentially ingest the twine or get tangled in it. It was corrected by the exit interview. ** In the black bears enclosure there was a pool that appeared dirty and in need of cleaning. The facility stated that they clean the pools once a week. There are 4 bears in this enclosure utilizing this pool. The frequency in which this pool is cleaned out for the black bears may need to be increased to prevent disease hazards or illness of the animals. Correct by August 23, 2015. There were several red raised areas on the skin under the left front leg, the right chest area and the right hip. The licensee stated that this dog whelped puppies approximately three months ago and began losing hair at that time. There was also another female Bichon identified as #322 that had hair loss under the chin and down the neck. The licensee stated that a veterinarian had not been contacted. In the adult sheltered facility, there were black rubber bowls that were being used for beds. Two of these bowls were chewed on the side walls. All of these beds had chewed around the edges preventing appropriate cleaning. Chewed, chipped and cracked surfaces can prevent proper cleaning and can increase the risk of injury and disease to the puppies and adults by harboring pests. Although this facility mostly conducts guided tours, it is arranged as a walk-through animal exhibit. One exhibit(cid:25)s barrier consists of trees with a single thick rope about 3 feet high between them. Two New Guinea Singing Dogs are each in separate wood and wire enclosures. Not all of the wood structures in one of the enclosures (Mick) are sealed with waterproof stain as a few areas were missed. In the second dog enclosure (Sheila), there is green microbial growth on the wood in several areas and one platform has lost its stain coating. These areas need to be sanitized and resealed. The public barriers in front of the primates are not adequate to prevent physical contact between the public and the nonhuman primates. The capuchin and brown lemur are in separate enclosures on either side of a sheltered building leading to a large room housing animals. Some panels of metal fencing are loosely placed in front of these cages to serve as barriers. These are inadequate as they are easily moveable and they are too close to the primates cages. A metal fence of sufficient height is in front of the two outdoor cages housing the 2 ring tailed lemurs and the one vervet, but the fence is incomplete and easy to walk around. If public members come into the indoor large animal room with the two bush babies, then a barrier is needed to keep the public from coming into contact with the primates. All barriers need to be adequate to protect the public and the animals.

The owner brought a brown lemur and a bush baby to the new facility to add to the existing primate collection of a capuchin, vervet, two ring tailed lemurs, a marmoset, and a bush baby. The current environment enhancement plan does not include all of the primates currently on the property and does not adequately address the particular environmental enrichment needs of each species. A new written plan needs to be developed with and approved by the Attending Veterinarian to describe how the social needs of these primates will be met, including the four who are singly housed. Multiple fences were in poor repair. Some of the animals held at this facility are camels and zebra. One of the fences containing a female camel and her baby was constructed of 2 x 4 inch bendable wire and welded wire goat panel. This was all attached to the posts with baling wire. The fence surrounding an area with farm equipment was a hodgepodge of different materials. None of which were securely attached. These fences are not considered appropriate for animals the size of camels and zebra. A camel or a zebra could easily go through these fences which could result in injury to the animals on both sides of the fence. Fences must be constructed of materials that are appropriate for the animals being contained. All fences that are not structurally sound and constructed of material adequate for camels and zebra need to be repaired or replaced. ***A female Shiba Inu, microchip # 0A02314605, was observed shaking her head and tilting it to the right. Upon closer observation noticed a very wet, heavy, and yellowish discharge in the ear and adhered to the hair around the ear, the skin in the ear canal also appeared reddened and inflamed. Construction ***The facility has outdoor enclosures with wood floors and shelters, not impervious to moisture. The wood floors and dog shelters had water and urine soaking into the wood. There were 11 outdoor enclosures with 27 dogs that had wood plank floors and dog shelters that were constructed with wood on the inside in contact with the dogs. Three of the shelters in the enclosures had wood slatted floors with gaps between the boards, preventing proper cleaning and sanitization. The food inside 3 of the metal self-feeders, affecting 6 dogs, contains several bugs. When the inspectors lifted the lid off of the self-feeder the bugs were seen crawling on and through the food. These bugs could contaminate the food. When questioned by the inspector as to how often the self- feeders are cleaned and refilled, she replied that it "was last cleaned about 4-5 weeks ago" and she refills the feeders "about once a week". The licensee must discard the contaminated food in the affected self-feeders and ensure that all food given to the dogs is uncontaminated, wholesome, palatable, and of sufficient quantity and nutritive value. The skin in this area was reddened and had numerous tiny scabs. ***There was one sheep in need of veterinary care that was seen limping in the far back pasture. This sheep was noticeably lame on its left front foot, with a pronounced head bob and ungainly gait. This animal needs to be examined and treated by a veterinarian no later than close of business August 19, 2015. The following animals were identified to be in need of veterinary care as indirect non-compliant items: ***Three goats, two in the petting zoo area and one that was on the roof, all of which had approximately golf ball-sized round swellings in the shoulder region; one black-and-white goat had hair loss over the area. ***Several primary enclosures in the petting zoo had broken wires with sharp edges protruding into the animal areas. These sharp edges pose a risk of injury to the animals contained therein. There were also several enclosures consisting of loose wire paneling that bowed out when the animals leaned against it. ***In one of the pastures on the west side of the facility there were at least two baby goat carcasses in varying states of decomposition, along with some fetal membrane material, that were found near a drainage tunnel opening. It was unclear whether these were stillborn babies born in situ and abandoned there, or whether they were placed there by an employee checking the pasture. The following structural items were present: (1) The chain-link fence is bowed inwards along the ground in the kangaroo enclosure in two sections. (2) The chain-link fence is bowed inwards and curled upwards along the ground on the front side by the walkway in the Scottish highlander enclosure. (3) There is a roll of chain-link fence on the ground near the deer shelter. Housing facilities must be structurally sound and maintained in good repair to protect the animals from injury and to contain the animals. The chain-link fencing needs more support along the bottom to prevent the fence from bowing inwards in the kangaroo and the Scottish highlander enclosures. The fence must be repaired to prevent possible injury the animals. The roll of fencing in the deer enclosure must be removed to prevent possible injury to the animals. Correct by September 18, 2015. There are several doggy doors in Building #2 that do not have any trim surrounding the insert/wall connection, resulting is gaps where dirt, debris and fecal material can accumulate. There are 2 door frames where the metal trim has been chewed and the pointed ends are pulled away from the wall. Sharp corners of metal trim can be a possible source of injury for the dogs. Any unfinished surfaces or doorway inserts with gaps can be a possible source of bacteria and health hazards due to an accumulation of dirt, debris or feces that buildup and are not able to be washed out. The licensee must repair all chewed or damaged trim or surfaces in the kennel, and fill in the cracks surrounding the inserts where they meet the wall, or put on some sort of trim to cover that exposed area. There are 2 outdoor kennels with 4 dogs that have an insolated dog house on a cement pad, however there has been no other method of shade provided for the animals. During the heat of the day there is no shade available for these dogs. There are 1 play yard that is used to house dogs for several hours at a time that does not have adequate shade for the dogs during the heat of the day or for any inclement weather. The lack of proper shade and an escape from the sun can cause heat related health risks for the regulated animals. In addition to the shelter structures, one or more separate outside areas of shade must be provided, large enough to contain all the animals at one time and protect them from the direct rays of the sun. Building #1 has multiple doggy doors that have a buildup of dark brown/black dirt and grime on the surfaces of the doors. There are several back walls and inside the feeders that have a buildup of dirt and grime that is brown in color. While the enclosures are being cleaned daily, they need to have these surfaces scrubbed to remove the grime buildup. There are several kennels that have a buildup of hair along the front of the cages in the rubber coated wire. The buildup of dirt, grime and hair can be a source of disease or possible health risks to the animals, as proper sanitization can not occur with this grime present. The licensee must increase the cleaning to include proper scrubbing of surfaces on the doggie doors, inserts, back walls and wire fencing and inside and outside of feeders in order to remove any dirt or grime covering the surfaces. Only when the grime is removed can proper cleaning and sanitization occur. To be corrected by: August 23, 2014 Inspection and exit interview conducted with licensee.

***Two adult Dogue de Bordeauxs were housed on the south side of the kennel building, separate from the other dog housed on the north side. These females were observed with a dull hair coat, appearing rough and coarse. They were also noted as being in a thinner body condition as compared to the rest of the kennel stock. The rib structures were easily visible to at least the fifth rib on both dogs. A significant amount of abdominal tuck was observed on both dogs. Closer observation revealed one dog, microchip number 0A02017453, to have a severe flea infestation. Fleas were observed along the chest area, neck, legs, underbelly, and flank areas. At least 16 live fleas were viewed on the front chest area during the examination. Examination of the other female, microchip number 0A02020272, revealed multiple live fleas present along the front chest, underbelly and flank areas. The owner stated the dogs had been treated with Trifexis the previous week as per his written program of veterinary care. At this time this flea control program is not successfully eliminating the fleas from these dogs. Flea infestations are harmful to dogs through the transmission of disease and pests as well as discomfort to the dogs. Uncontrolled infestations may lead to eventual death of the dog. The owner must consult with a licensed veterinarian to re-evaluate this program of treatment for these dogs. Documentation must be kept for review on future inspection. To be corrected by: 08/21/15

(1) There were several bags of raw chicken being thawed outdsite out on the ground. I observed numerous ants around the bags of this raw chicken. (2) The temperature gauge on the freezer was a 32F, and when inspecting the freezer the temperature raises to 40F. Although the meat in the freezer is frozen, appliances need to be at the proper temperatures to prevent spoilage. Meats should be refrigerated and thawed at temperatures at or below 40° F (4° C), and the freezer temperature should be 0° F (-18° C). Supplies of food and bedding shall be stored in facilities which adequately protect such supplies against deterioration, molding, or contamination by vermin.
