*** The Peromyscus mice are housed in open top cages in a room with air conditioning. However, there is a strong urine smell in the room. To minimize strong odors, the room should be provided with fresh air or an effective method to move the air should be implemented. Drainage. The facility has begun redoing the substrate in the 2 paddocks serving as the primary enclosures for 10 teaching horses. However, there is standing water in both paddocks. The standing water in the north paddock was located near one of the water receptacles and in front of one of the shelters. There was also a large pool of water in the northwest corner of the north paddock. The south paddock has an eroded area filled with water running through the center of the paddock. This stream of water was located between the feeding receptacle and the shelter. Standing water attracts pests, such as flies and mosquitoes, which can affect the comfort and health of the animals. Standing water located in areas where animals need to walk to utilize the feed and water receptacles and the shelter areas can also affect the comfort of the animals. Repair the substrate of the paddock areas that serve as primary enclosures for the teaching horses so that water is rapidly eliminated. Food preparation/kitchen: There is a brownish-yellow, raised, foamy substance attached to an area near a pipe at the junction between a wall and the ceiling. This substance is located directly above stainless steel buckets of ice used to chill food items. Facility representative stated the substance was spray foam, insulation and demonstrated the ability to manually peel-off layers indicating the friability of the substance during inspection. Surfaces containing substances such as foam are porous and may trap debris or bacterial organisms and inhibit proper cleaning and sanitization. Kitchens and other food handling areas where animal food is prepared or stored must have surfaces which can be readily cleaned and sanitized to ensure the health and well-being of the animals. The cougar compound has a concrete waterer with a drainage pipe (approximately 6-8 feet long) extending out from the cage. There is a quarter-sized rusted area in enclosure #8 in one of the whelping buildings. There are at least 5 outside enclosure gates that are rusted to the point that the metal is starting to flake. Shelter boxes within multiple animal enclosures have been chewed and are no longer maintained in good repair. -Kennel #3: the plastic doghouse has been significantly chewed by the dog and is no longer in good repair. -Kennels # 10, 11, 12, & 13: wooden shelter boxes have been chewed by the dogs, creating damage and larger than intended openings. Dogs at the facility were able to gain access into the wallaby enclosure resulting in the wallabys death. The dogs, owned by the facility owner, were able to enter the indoor wallaby building through the entrance door. The door was closed, but the dogs forced it open as per the facility representative. All animal housing facilities must be structurally sound and maintained in good repair to prevent unauthorized animals from entering. Note: An new entrance door was placed on the wallaby building.

The following animal use protocols did not contain an adequate description of the proposed use of the animals: AN101165-02A - Bioartificial Kidney Device in a Porcine Model - This protocol did not include a description of the device to be implanted into the pig, such as its size and composition. AN089826-03B - Dissecting the Neural Control of Social Attachment - This protocol describes how the social attachment of voles will be evaluated, and in one experiment some animals will be "loosely tethered using plastic collars..." Sixteen rabbits were housed in primary enclosures on the floor. The caging for these enclosures consisted of a wire mesh or grate that was coated with green plastic. A male Samoyed (Microchip # 151336624A) has a wound on the back left foot. The wound is approximately 1 inch long and is located along the top aspect of the foot. The hair around the wound appears wet and discolored with a red-brown tinged fluid. The area around the wound is mildly red and swollen. The dog does not appear to be limping. Untreated wounds can lead to further medical complications and can cause unnecessary pain and distress for the animal. The animal listed above must be evaluated by a licensed veterinarian in order to ensure that an accurate diagnosis is obtained and an appropriate treatment plan is developed and followed. This information, including the diagnosis, treatment and resolution of the condition, must be documented and made available to the inspector upon request. There is an opened, but nearly full, bag of Deccox (0.5% Decoquinate) located within the feed room. The licensee states that she places this medication on the feed for her dogs. The product is labeled for cattle and neither the product nor the program of veterinary care contain instructions for using this product on dogs. Improper use of veterinary drugs can be detrimental to the health of the animals. Medications not approved for use in dogs requires veterinary approval and oversight. The product, dose and route of administration should be documented and followed according to the veterinarians directions. The information on all medications used on the animals, including product, dose and route of administration, should be documented and made available to the inspectors upon request in order to ensure that the methods and drugs used to prevent, control, diagnose and treat diseases and injuries is appropriate.

Cleaning. All of the enclosures within the outdoor housing facility, containing 25 dogs, have an excessive build-up of fur, excreta and/or soiled bedding within the enclosures. The West green-colored enclosures, containing five dogs, has an accumulation of wet and soiled straw bedding, feces and/or debris within the shelters. Plastic food receptacles attached to the enclosures, that are not being used, contain soiled bedding and stagnant water which the dogs have access to. There is more than a day worth of animal waste that has accumulated along the edges of nearly all of the enclosures that are on the ground. Not cleaning and removing animal waste daily can create disease hazards and affects the health and well-being of the dogs. These pens are not exposed to direct sunlight and the concrete flooring is not impervious to moisture. The licensee houses pet/rescue dogs within the perimeter fence of the regulated foxes. These dogs can commingle with the foxes by having direct contact with their primary enclosures. A Great Dane "Drake" is extremely thin. This animal's ribs, and hip bones are prominently showing. The waist is also compressed. The licensee indicated that this animal has loose stools and has be self treating this dog for 2 months with Panacur without consultation with the attending veterinarian. This animal has not received any examinations, or laboratory tests to determine the cause of this extreme weight loss. Without a diagnosis, this dog poses a risk of disease to the regulated foxes that this dog has contact with. The fox "Aiden" in the front enclosure also appears to have some weight loss and was observed scratching (the remaining 4 could not be inspected due to inaccessibility issues). This dog and the foxes shall be examined by your veterinarian and treated accordingly. A determination by the veterinarian shall be made as to whether this dog &/or a goat (as well as other dogs in the area) pose a health risk to the regulated foxes. Correct by July 2, 2015

There continues to be several areas on the ground (of various numbers & sizes) in the front fox enclosure (the other fox enclosures were inaccessible, and therefore not inspected) where the fox has dug exposing the 2"x4" wire mesh underneath. There are several holes beneath this exposed wire mesh which continue to pose a risk of injury or entrapment. Neither holes have not been filled in, nor the wire mesh covered to prevent injury. It is normal fox behavior to dig, so all ground surfaces of the fox enclosures shall be maintained or reconstructed to prevent these types of reoccurrences. A snake gained access into a skunk enclosure and presumably killed this animal. The enclosure that the skunk was in has historically had (and continues to have) the ground dug up by the animals exposing the 2" x 4" wire mesh with holes underneath. All outdoor enclosures shall be snake proof to protect the remaining animals from future injuries.

The indoor skunk/kinkajou room does not have any ventilation. This room has windows on two walls that have wire mesh which is attached & padlocked to the sills. The floor in the kitchen had large accumulations of canine feces. There was a noticeable foul odor in the area. Currently a raccoon is being housed in this room. There area several potentially toxic chemicals, sprays, soaps, etc directly adjacent to the raccoon enclosure. The areas around the outdoor enclosures (both inside and outside of the perimeter fence) have large accumulations of trash, spray cans, equipment, plastic, & paints. The property also has high grass. On 10/29/14, a skunk died (presumably) due to a snake bite (the snake was found dead within the enclosure). The property is known to have snakes. These types of accumulations of debris and high grass can harbor and provide breeding grounds for vermin and snakes which can transmit disease or toxins to the animals that are housed outdoors.
