The licensee stated he was not aware the puppies were there and were most likely less than a week old. The hole is located behind and under a metal food receptacle. Failure to observe the animals daily for veterinary care issues can lead to unnecessary pain, discomfort or suffering. Licensee must observe all animals daily to assess their health and well-being. To be corrected from this day forward.

Individual identification is required in order to ensure that each animal's identity can be known with certainty and to facilitate record keeping requirements. All live dogs on the premises must be officially identified with a tag, tattoo or microchip and this identification information must be made available to the inspector. Complete and accurate animal records must be kept in order to facilitate tracking and/or tracing of animals. Records must be made,kept and maintained that fully and correctly disclose information concerning all animals purchased or otherwise acquired, owned, held, leased, transported, sold, euthanized or otherwise disposed of and shall include any offspring born while in the licensees possession. 14528 e9934647523e7e31 3.1(c)(1)(1)   0 HOUSING FACILITIES, GENERAL. Surfaces. At least one shelter has visible rust. The rust is pitting and flaking along the bottom portion of the shelter. In some places the metal has completely eroded leaving holes and jagged edges along nearly the entire bottom edge of the shelter. Rusted surfaces that are pitting and flaking cannot be cleaned or sanitized properly. It can also affect the structural strength of the shelter. Interior surfaces and any surfaces that come in contact with the dogs must be repaired or replaced so that it is free of excessive rust that prevents the required cleaning and sanitization, or that affects the structural strength of the surface. To be corrected by August 1, 2014

The edge of the shelter entrance and the rim of the water bowls have been chewed and the surfaces are rough and jagged. Dirt is embedded in the chewed and worn areas. Chewed and worn surfaces cannot be easily sanitized which can to lead to disease hazards for the dogs. All surfaces must be maintained on a regular basis. Surfaces of housing facilities--including houses, dens, and other furniture-type fixtures and objects within the facility--that cannot be readily cleaned and sanitized, must be replaced when worn or soiled. 14531 e9934647523e7e31 3.7(c)   0 COMPATIBLE GROUPING. There is a large outdoor enclosure attached to an outbuilding containing a dam and 8 puppies. Licensee stated the 8 puppies are less than a week old. There is also an adult male and female within the same enclosure. The two adult dogs are in direct contact with the dam and puppies. Failure to separate other dogs from the dam and puppies could lead to animal injury. Puppies 4 months of age or less may not be housed in the same primary enclosure with adult dogs other than their dams. Corrected prior to the exit briefing conducted on July 3, 2014
14532 e9934647523e7e31 3.11(b)(2)   0 CLEANING, SANITIZATION, HOUSEKEEPING, AND PEST CONTROL. Dust, dirt and grime are present on most of the surfaces in the primary enclosures. These surfaces include all of the food, water bowls and shelters. Some of the dust, dirt and grime are present inside the food and water bowls. There is a buildup of fecal material mixed in with the dirt and gravel flooring. There is a mixture of old and fresh feces scattered throughout some of the enclosures. Failure to sanitize and clean the enclosures can lead to disease hazards for the dogs. Used primary enclosures and food and water receptacles for dogs must be spot cleaned daily and sanitized at least once every 2 weeks using one of the methods prescribed in paragraph (b)(3) of this section, and more often if necessary to prevent an accumulation of dirt, debris, food waste, excreta, and other disease hazards To be corrected by July 15, 2014

There is overgrown vegetation along the fenceline of the outdoor primary enclosures. Vegetation is in direct contact with the majority of the enclosures. Overgrown vegetation can harbor pests and can lead to disease hazards for the animals. Premises where housing facilities are located, including buildings and surrounding grounds, must be kept clean and in good repair to protect the animals from injury, to facilitate the husbandry practices required in this subpart, and to reduce or eliminate breeding and living areas for rodents and other pests and vermin. Premises must be kept free of accumulations of trash, junk, waste products, and discarded matter. Weeds, grasses, and bushes must be controlled so as to facilitate cleaning of the premises and pest control, and to protect the health and well-being of the animals. To be corrected by July 15, 2014

An excessive number of flies are on and around a pile of wet feed that was spilled on the ground. The spilled feed is located next to a food receptacle in an enclosure affecting at least two dogs. An excessive number of pests can lead to disease hazards. An effective program for the control of insects, external parasites affecting dogs that are pests, must be established and maintained so as to promote the health and well-being of the animals and reduce contamination by pests in animal areas.
