***The facility staff did not convey the health status of a nonhuman primate to the clinical veterinarian in a timely manner. A nonhuman primate, ID #RA1950, experienced adverse complications which required consultation with the clinical veterinarian. From 04/19/16 through 04/21/16, facility records indicate that the animal was not eating its biscuits and the animal would intermittently consume its food enrichment (4/19 & 4/21 the animal did not eat biscuits or enrichment). On 04/22/16, the animal was found dead in its enclosure. Verbal conversations with the Study Director and attending veterinarian, confirmed these observations would be considered a loss of appetite. According to the IACUC approved protocol and amendments, when an adverse complication of “loss of appetite” occurs, the study director and clinical veterinarian must be contacted. Additionally, during the review and approval process for this protocol, the attending veterinarian stated “If the animals are not coping well with the initial insult, please contact the veterinary staff.” Verbal conversations with the Study Director and attending veterinarian and the medical record for this animal confirm that the clinical veterinarian was not consulted regarding the loss of appetite (last notation was on 4/18/16). The facility could not supply any additional documents regarding this incident. Daily observation of all animals is critical to ensuring that conditions that can adversely affect health and well-being are recognized in a timely manner. Additionally, when observed, problems relating to animal health or behavior must be conveyed to the attending veterinarian so that appropriate methods can be employed to ensure adequate care. Failure to properly communicate health problems to the appropriate personnel, can result in prolonged pain and suffering and increase the risk of development of serious medical conditions. The facility must ensure that timely and accurate information on problems of animal health, behavior, and well-being, is communicated to the attending veterinarian so that appropriate veterinary care can be provided and pain and distress is minimized. The inspection was conducted from 10/12-10/13/16. A thorough exit interview regarding the non-compliance was conducted with facility representatives on 10/13/16. The interior opening latch for the access door of the two red ruffed lemurs enclosure has a wire woven over it. Two sharp wire points protrude off the end of the latch and can potentially inure the animals. This area needs to be repaired or replaced to protect the animals from injury. The north west side of the chain mesh perimeter fence has a small rotting tree that came down on the top of it. This needs to be cleared away so that it doesn't damage the fence or provide an escape route in the event of an animal escape. The vines and overgrowth needs to be cleared off the fence in this same section so the fence can easily be inspected and maintained. Correct by: 10-19-2016.

The lockout of the enclosure for the female white tiger named "Blue" was used for her protection during the night of hurricane Matthew. The sides of the lockout are too narrow for her to turn around without bumping her hips and she has hairless pink spots on her hips from the night in the lockout. The licensee has closed the shift door to the lockout and she has protection from the elements. This lockout can not be used until it is modified or replaced. Enclosures shall be constructed and maintained so as to provide sufficient space to allow the animal to make normal postural and social adjustments with adequate freedom of movement. Corrected at time of this inspection. This inspection and exit interview were conducted with the Director.

* Dry, crusted, matted hair under both eyes of one adult male, white colored Bichon Frise ( tag number 111 ) was observed. The dog quickly pulled his head away when the area under the right eye was touched. The affected area under both eyes was an estimated 3/4 inch in diameter. On July 25, 2016 this dog was examined and the affected area was treated by a licensed veterinarian for ulcerated periocular dermatitis found under the matted hair. The dog was rechecked by a licensed veterinarian one week later. The licensee was instructed to use a "NeoPolyBac" topical on the affected area until the ulcerated regions was gone and to keep the hair trimmed from around the eyes to prevent recurrence of the problem. The licensee was instructed to call the veterinarian within one to two weeks if this issue was not resolved. At the time of inspection, the attending veterinarian had not been called back and the problem still remains. Dried fluid discharge in the hair coat can be painful and irritating causing discomfort and can lead to a potential spread of infection. The licensee must have this animal reexamined by a veterinarian and have an appropriate treatment plan administrated. The outcome of this examination must be documented and provided to the inspector upon request. The licensee must ensure that all animals receive adequate veterinary care at all times. * The two dogs cited under veterinary care section 2.40 b 2 as a repeat noncompliance on the July 20, 2016 inspection report. The two dogs Darla ( number 04-1 ) and Bandit ( number 507 ) were examined by a licensed veterinarian. This was verified directly with the attending veterinarian. A female bulldog, (Emily, ID# 0A02130565) had problems with her right eye. In the center area of the eye (cornea) there was an area about 1/8 inch wide that was slightly raised and the tissue surrounding it was pale/cloudy in color. The area around the eyeball was brighter red indicating active irritation. The attending veterinarian was present at the inspection and said that employees had not reported this dog's problem and that it had not been noticed prior to inspection. The attending veterinarian reported that he would begin treatment on this dog's eye. Eye problems can be painful, can have many different causes and if left untreated can get worse. The facility must ensure that eye problems needing treatment are promptly noticed and treated. To be corrected by, 16-October-2016.

* In the Bulldog Kennel there was 1 inch by 1 inch vinyl wire fasten to the divider panels. The vinyl wire for 10 of these dividers was not secured along the bottom. In the back corners, where the wire is not secure the corner wire is broken exposing sharp points. Three enclosures had vinyl wire flooring. The wire is broken in areas and producing sharp points. These enclosures are not being kept in good repair. The broken vinyl wire that is exposing sharp points in areas can injure 10 adult dogs housed in these enclosures. The dogs can get stuck in the loosely secured vinyl wire causing possible injury. All housing facilities must be maintained in good repair and must be structurally sound. * In the Mastiff Kennel, three plastic dog door frames, for three enclosures housing a total of five adult dogs, were excessively chewed and scratched. There was an accumulation of brown grime in the chewed areas. In the West Room of the Bulldog Kennel, the back wall for the enclosures on the left side of the room are made out of fiber board. One enclosure, housing one adult dog, has an approximately 6 inches long by 4 inches wide hole in the wall or fiberboard. One enclosure, housing one adult dog, black plastic flooring is chewed away along where it adjoins the vinyl wire. This is creating a gap. In the East Room of the Bulldog Kennel, one enclosure, housing one adult dog, has PVC pipe fasten along the top of the divider. This plastic pipe is excessively scratched and chewed. There was dark brown grime in these chewed areas. These above mentioned surfaces are not being kept in good repair. These surfaces cannot be readily cleaned and sanitized. This can increase the disease potential for the animals. All surfaces must be maintained and kept in good repair. This will allow for required cleaning and sanitization for the prevention of diseases. To be corrected by, 25-October-2016.

* The first three enclosures counting from the north of the Mastiff Kennel had an accumulation of fecal waste. The plastic framing for the dog doors of four enclosures in the Mastiff Kennel had an accumulation of brown grime on the surfaces. The back wall and all the dividers inside the Mastiff Kennel had an accumulation of dust, brown grime and cobwebs. This affected 14 adult dogs housed in these enclosures in the Mastiff Kennel. The East and West rooms of the Bulldog Kennel had a plastic dividers separating 13 enclosures. One enclosures had a plastic pipe running along the top of the enclosure divider. These plastic surfaces all had an accumulation of brown grime on the surfaces. This affected 19 adult dogs. These mentioned surfaces indicates daily-spot cleaning is not taking place. Therefore, this can increase the disease potential. All surfaces must be spot-cleaned and sanitized often enough for the prevention of disease hazards and an accumulation of waste on the surfaces. * In the West Room, of the Bulldog Kennel, two enclosures had gaps in the vinyl wire flooring. The gap for one enclosure was approximately 14 inches long by 1 inch wide. This was along where the vinyl wire and plastic flooring join. The other gap was created from broken vinyl coated wire and was approximately 7 inches long by ½ inch wide. * The husbandry table in the Bulldog Kennel, housing 44 adults and five puppies, had medications and syringes on top of the table ready for use. There was two soiled towels, numerous dead flies and plastic bags on top of the table. The Mastiff Kennel, housing 14 adult dogs had a storage table with watering buckets, feeders, dog food and medication ready for use. There was an excessive accumulation of brown dust and cob webs on the table and items stored on it. The back wall and windows behind the table had an accumulation of dust, cob webs and dead flies on the window ledge. The floor around the table had an accumulation of dirt and debris. There was a kart used to store a rubber container of dog food and buckets that were ready for use. The lid was not properly fasten to the top of this rubber container. This kart had an accumulation of cob webs, dirt, debris and dog food on it. The back wall around the kart and enclosures had an accumulation of brown dust and cob webs. These areas provide living and breeding areas for insects, pests and other rodents and vermin. This also can taint the medication and food. The lack of housekeeping can affect the health and well-being of the animals in these buildings. For the health and well-being of the animals, all housing facilities must be kept clean and free of accumulation of dirt, debris, trash, cob webs and discarded matter. This will prevent living and breeding areas for insects, pests, and other rodents and vermin. To be corrected by, 20-October-2016.

This indicates there is a pest or vermin problem. There was no pest prevention in the kennel. A responsible adult was not available to accompany APHIS Officials during the inspection process at 1230-1300 on 12-Oct-16. The ACI made contact with a relative of the licensee at the licensee's residence who informed the ACI that the licensee was no longer conducting regulated activities. The primary enclosures of the Olive Baboon, 2 Ring-tailed Lemurs and a Blue Monkey had an large buildup of brown dirt/grime around the lower walls along the floor of the enclosures as well as some of the wooden framing along the floor where the food is brought through the fencing. The Olive baboon had a buildup of brown grime on several areas on the walls 5 to 6 ft high around the perching area high up in the enclosure. There was a buildup of older food along the wooden framing and diamond mesh fencing and floors that does not appear to be cleaned up frequently enough to prevent the buildup of dirt/debris and food in accordance to the AWA regulations and standards. In the 'Nursery' there is a Vervet monkey and Ring-tailed Lemur enclosures that have a moderate buildup of a thick brown/black colored dirt/grime along the inside of the cages along the floor area where the wire walls meet, and along the middle sections of the wire cages. The Vervet Monkey had a moderate buildup of the dirt/grime on the wires mid way up the enclosure and at the top where there was a wooden section on the top right that appeared dark brown/black with a buildup of dirt/grime. While the current cleaning/sanitizing is occurring 2 times per week, it appears that several of the animals may require sanitization/cleaning more often in order to prevent the buildup of the dirt and grime that is currently produced in those animals enclosures. The buildup of dirt/grime can be a source of bacteria and possible health hazards for the regulated animals. There are two remaining enclosures at the facility that are still non-compliant with fencing being less than 12 ft high with no kick-ins or other means to ensure adequate containment. There are 3 tigers (Male#2 and Male#3) born 9/24/15 and a female (Ellie Mae) born 5/5/15 in one enclosure, next to the second enclosure containing Tacova a Male tiger also born in 2015. The licensee must provide an enclosure for big cats that has walls at least 16 ft high if there are no kick-ins or at least 12 ft high with 3 ft angled ft kick-ins' or other arrangement that is found acceptable according to the AWA standards and regulations that will provide proper containment of these animals. There is a section of fencing in the Hyena enclosure that is directly to the right of the metal panel used to cover a prior hole in the fence. There is a hole approximately 1 ft in diameter with several wires poking into the enclosure 4-5 inches in length. There is a hole under the fence that has been partially blocked with a wooden fence tie on the outside to prevent the hyenas' from escaping through the hole. Holes under the fencing and through it can be a possible escape route or provide an area for other animals to gain entry into the enclosure. The wires poking into the enclosure can be a possible source of injury to the Hyenas if they continue to chew and pull at the fencing. While there have been multiple repairs to the holes in the fence using the metal covers, the hyenas seem to be opening up additional holes right next to the end of the repaired section. The wooden tie is not secured or strong enough in its current state to be an acceptable solution to the hole under the fence. The licensee must provide repairs to the holes in the fencing around the hyena enclosure. All holes must be permanently repaired in a manner that prevents the animals from escaping or other animals from gaining entrance into the enclosure. The current wooden tie lying on the outside of the hole is not sufficient or properly secured to prevent escape for a determined hyena or other animal. ***DIRECT - A female Shih Tzu (#956000004724179) had a cloudy right eye. The right eye had a clear to whitish grey mucoid-like discharge present in the corner of it. The fur surrounding the majority of the eye appeared wet with eye discharge. This discharge extended down the nose and face from the corner of the eye. The fur in this area appeared to be discolored red to dark brown. There also appeared to be a divot-like lesion on the surface of the eye closest to the corner of the eye. The eye was pinkish red around this lesion. The rest of the eye appeared blue to green to grey and individual eye structures were not easily visible within the eye. Several red vessel-like structures were observed on the inside of the eye and in the surrounding white tissues. According to written documentation at the facility, the licensee had “treated for sore eyes” on September 28, 2016. On October 1, 2016 there was a notation that the dog was better and “no treatment needed’. According to the licensee, the dog had not been treated for an eye condition since October 1st and he had not had the dog seen by a veterinarian for its eye condition. The cloudy eye and discharge could be the result of an injury, infection or other veterinary condition which may cause discomfort. ***An approximately 5 ½ month old female fawn Pug (#7E10105942) had a right eye that appeared smaller and/or sunken compared to the left eye. The dog also had some hair loss and multiple scab-like lesions around its face. On closer observation, the dog’s right eyeball was difficult to see and was mostly covered/surrounded by pinkish white tissue under its eyelids. According to the licensee, he had treated for a cold in the dog’s eyes when it was a young puppy and was still with its littermates which he thought had similar conditions but this dog’s eye did not respond as well as the others. The dog also had some hair loss on the outside ear flaps. Both ears had raised, red, crusty, scab-like lesions in the areas of hair loss. The right ear was more affected than the left; the right ear also had a small red and scab-like lesion on the inside of it near its edge. A similar scab-like lesion was observed on the top of the dog’s head. This dog had not been examined by a veterinarian for either condition nor was there any documentation at the facility of any treatment given to the dog for either condition. This dog’s conditions could be due to injury, infection or other veterinary medical conditions. The licensee must have these animals examined by a licensed veterinarian in order to ensure that accurate diagnoses are made and appropriate treatment plans are developed and followed. The licensee must document this information and provide it to the inspector upon request. The licensee must ensure that all animals receive adequate veterinary care at all times. Cleaning. ***The large dog shelters in the outdoor part of the facility had a heavy amount of cobwebs on the underside of the roof covering the entrances to the shelters. These cobwebs were all along the the roof and back wall just above the entry doors to the shelters. ***An outdoor enclosure, housing 6 dogs, had a rubber water receptacle that has been chewed. This chewed edge does not allow for proper sanitization to occur. Buildings and surfaces which are not cleaned and sanitized properly or often enough increase the risk of disease transmission to the dogs. There were not sufficient public barriers in the petting zoo area of the facility. The enclosure housing the juvenile camel had no public barrier and there was not an attendant present. The inspectors watched as a customer reached up and petted the head of the camel. When this was pointed out to the facility representative accompanying the inspection, two attendants were summoned to the area. Later in the inspection, the attendants were not paying attention to the customers in the area. One attendant was looking at his phone for extended periods of time and/or doing tasks (such as raking) that diverted his attention from the customers that were petting the animals. There was also no barrier at the end of the juvenile hog enclosure outside the giraffe barn. There were many structures that were not being maintained. ***There was a hole in the wood siding in the giraffe barn. There were sharp points on the exposed wood. *** The top of the chain link fence housing the juvenile camel in the walk-through area was pulled apart, with sharp points at head level of the camel. ***There were two enclosures housing two ligers and one tiger that did not have sufficient enclosure fencing. The exterior fence was twelve feet high with a three foot kick-in at 90 degrees. Big cat enclosures must have enclosure fencing that is twelve feet high with a three foot kick-in at 45 degrees or have a 16 foot high fence. ***The chain link fencing used to protect trees in two enclosures was pulled apart with sharp points. There were two ligers and one tiger in these enclosures. ***There was loose metal on several shelters in the drive-through portion of the facility. The sheet metal was pulled away from the support structure, both exterior and interior, and in most instances was within reach of the animals contained within the enclosure. ***The wood platforms in the big cat area on the hill were deteriorating. There were broken pieces of wood, bolts exposed, and some of the platforms appeared unstable. The housing facility shall be structurally sound and maintained in good repair to protect the animals from injury and contain the animals. The licensee must remove all sharp points or alter them in a manner that eliminates the injury risk to the animals. The licensee must also repair or replace the wood platforms. The two ligers were moved to an enclosure with an enclosed top during the inspection. The tiger must be moved to an appropriate enclosure or the fencing in the current enclosure must be changed so that it is appropriate for the tiger.

An inspection of one of the TRA sites for All Things Wild was attempted on Oct 12, 2016 at approximately 11:00 am. The location was 1781 River Oak, Kaufman, TX. We were met at the facility gate by Marcus Cook. He offered to allow 2 of the 3 inspector’s entry to the property with his lawyer’s approval. Three guinea pigs were housed in a large multilevel enclosure with nesting box outside the barn. The licensee stated that she was unaware guinea pigs could not be housed outdoors and that they provided a fan during the summer months. Two dogs had veterinary care issues in which the Attending Veterinarian had not been contacted prior to inspection. A black female Shar Pei (#5) had a laceration that was approximately three inches in length on the left side of the face. The licensee is not sure how the injury happened. Untreated wounds can be painful and become infected. A brown female Shar Pei (#002) had a small amount of discharge coming from both eyes. Upon examination, it appeared both eyes were irritating her as she was having problems opening her eyes. In addition, the left eye was clouded over. Eye problems can indicate underlying health issues, can be painful, or may spread to other animals. During the pre-license process, this applicant has interfered with the inspection process. He applied for a USDA license on January 29, 2016. On or about March 15th, he said by phone he was not quite ready and would call back. On March 30th, 2016, he called APHIS inspector and stated he would be ready soon but was busy the upcoming weekend (1-3 April 2016). On April 15th, the 1st pre-license was scheduled. The applicant told USDA inspector on that date that he planned to move and it may be relatively soon. Inspector decided to just made that date a courtesy visit. While reviewing exotic animal auction records in early May, USDA inspector found the sale of 3 camels at the auction by this person on April 2nd, 2016. This was the same weekend that he stated he was busy and could not do the pre-license inspection. Additionally, he never spoke about these sales or mentioned them on the courtesy visit on April 15, 2016. An APHIS Form 7020 was received by USDA inspector showing the sale of 2 camels to a USDA licensee. This person stated to USDA inspector that the paperwork must be an error, the animals were not sold to the licensee but were actually there on breeder loan. Statement from the USDA licensee confirmed it was in fact a sale. Successfully maintaining compliance with the Animal Welfare Act and its regulations requires an honest and open line of communication between the regulated facility and the USDA. Making untrue statements and not being forthcoming concerning business practices make it impossible to effectively regulate the facility. On October 12, 2016, after reviewing several cybernetic regulated exotic animal for sale adds (www.hoobly.com) posted by Ms. Jessica Monteagudo, this inspector was able to contact the seller to discuss the unlicensed activity of advertising/selling USDA regulated animal species. Any person operating or intending to operate as a dealer, and/or exhibitor, except persons who are exempted from the licensing requirements under paragraph (a)(3) of this section, must have a valid license. The owner of the establishment must apply for a license by submitting the required information/documentation to the USDA-APHIS-AC Regional Director in Raleigh, North Carolina. In the license application form, the establishment must provide the information requested, including a valid mailing address through which the owner could be reached at all times, and a valid premises address where animals, animal facilities, equipment, and records may be inspected for compliance. Packets of the license application materials were mailed to the establishment by the USDA-APHIS-AC Regional Office. Also, this inspector will mail a license application packet on this day. ***The brown nosed coatimundi cited on the June 2016 inspection report appeared lethargic upon the first day of inspection and exhibited slightly labored breathing. When the licensee attempted to rouse the animal, it took only a few slow steps and would then lie back down in its enclosure. The animal appeared to have little interest in its surroundings and was poorly responsive to stimuli. While the coatimundi appeared much more responsive the second day, episodes such as the one described above may be indicative of disease. This animal must be assessed by a veterinarian experienced with the species as soon as possible in order to receive appropriate diagnosis and treatment. An associate veterinarian of the Attending Veterinarian’s clinic visited the facility on the second day of inspection to evaluate the animal, and recommended further follow-up with a veterinarian knowledgeable with the species. The recommendation of the veterinarian must be followed as soon as possible. ***One arctic fox appears significantly thinner than its cage mate, and has what appears to be fecal staining on the fur of its hind quarters. The licensee stated that unlike the other fox, this animal has not grown in its new winter coat yet, but the combination of lower body condition at a time when the species normally gains weight, possible abnormal stool, and slower winter coat development may be indicative of poor health. This animal must be evaluated by the attending veterinarian in order to receive appropriate treatment and management. An associate veterinarian of the Attending Veterinarian’s clinic visited the facility on the second day of inspection to evaluate the animal, and recommended further follow-up with a veterinarian knowledgeable with the species. The recommendation of the veterinarian must be followed as soon as possible. ***The cougar is somewhat underweight, with ribs slightly visible. In addition the animal has a plantigrade (dropped hocks) stance on its front feet, a stiff gait, and appears to have an intermittent right front lameness while walking. These issues may be symptomatic of disease or management issues that can cause pain or distress to the animal. This cougar requires ongoing assessment by the attending veterinarian in order to receive appropriate diagnosis and treatment. The licensee informed the inspectors that the animal will be transferred to another facility in the near future. The animal must be promptly evaluated by the attending veterinarian or safely transferred to the receiving facility for evaluation and care. An associate veterinarian of the Attending Veterinarian’s clinic visited the facility on the second day of inspection to evaluate the animal, and recommended further follow-up with a veterinarian knowledgeable with the species. ***The female Asiatic black bear was observed pacing in an abnormal behavior pattern. Pacing can be indicative of physical or psychological issues that may require medical treatment or habitat/husbandry modification. The bear was noted on inspection to be overweight and to have poor muscle tone (as seen when she stood on her hind legs). She also exhibits a marked angular deformity of her front feet, which turn sharply inward. The licensee stated the animal has had this deformity since she came to the facility. These issues may contribute to pain and reduced mobility, and must be evaluated by a veterinarian in order to provide appropriate treatment and management of the pacing, weight and mobility issues. The licensee informed the inspectors that the animal will be transferred to another facility in the near future. The animal must be promptly evaluated by the attending veterinarian or safely transferred to the receiving facility for evaluation and care. ***The bobcat exhibited abnormal pacing behavior in its enclosure. The animal paced very rapidly and continuously on the partial platform in the rafters of its enclosure. We observed the animal pacing nearly continuously for over 15 minutes, and this continued even when the licensee walked away from the enclosure and the inspectors moved out of the animal’s line of sight. The bobcat remained in the rafters for the duration of the first day of inspection, and when asked the licensee stated that the bobcat rarely descended from that area, and primarily ventured down to ground level only to eat and drink. Abnormal behavior patterns can be indicative of physical or psychological issues that may require medical treatment or habitat/husbandry modification, and must be evaluated promptly by the attending veterinarian in order to receive appropriate treatment and management. ***The cage mate of the coatimundi cited under the direct NCI, exhibited abnormal pacing behavior in its enclosure. It paced rapidly by the rear entrance of its enclosure almost continuously for over ten minutes of observation, and continued the behavior even when the inspectors and owner stepped away from the enclosure. Abnormal behavior patterns can be indicative of physical or psychological issues that may require medical treatment or habitat/husbandry modification, and must be evaluated promptly by the attending veterinarian in order to receive appropriate treatment and management. On Thursday, October 6, 2016 the licensee was injured by the Asiatic black bear when attempting to feed it. The bear has been quarantined for a second time (the first time was due to the handling incident cited in the August 8, 2016 inspection report). The licensee required a hospital visit and follow up medical care. After the injury the licensee has had difficulty conducting routine husbandry tasks such as lifting the guillotine gate to allow the bear access to her den, and as a result she has been denied access to this portion of her enclosure. On the second day of the inspection, inspectors observed the licensee feeding the cougar. The licensee, standing approximately one foot away from the primary enclosure, dropped the meat right next to a six to eight inch gap between the flooring and fencing, then pushed the meat into the enclosure by hand. The cougar lunged at the meat and snatched it away before the licensee could move out of the vicinity. Although there was no injury, this is an extremely dangerous practice and demonstrates insufficient knowledge of the behavior, speed, and strength of cougars. All licensees who maintain wild or exotic animals must demonstrate adequate experience and knowledge of the species they maintain in order to provide appropriate handling that minimizes distress, discomfort and potential harm. Correct by December 15, 2016.

The licensee stated that on occasion he has found wild squirrels sharing the enclosure with the regulated animals. These issues may result in escape, injury or disease transmission. The squirrel cage must be repaired to prevent escape or access by wild animals. ***The Fallow deer enclosure has large gaps at the bottom of the fencing that may predispose to entanglement, injury or escape. Waste Disposal The squirrel cage has an excessive amount of sunflower seed and peanut hulls, and other food wastes in the feed trough and at the bottom of the cage. The waste also extends outside of the squirrel cage. Excess waste can become an attractant to pests and must be cleaned on a frequent basis. Shelter from Inclement Weather ***The bear repeatedly went to stand or lie next to its den after feeding, but was locked out of the den area. The owner is injured and cannot lift the guillotine gate without assistance because it is in disrepair. The enclosure must reliably provide den access for this species, which uses dens in it natural habitat. In addition, the den design is inappropriate. The metal pipe construction does not possess sufficient insulating properties for this tropical species, and the lack of bedding exacerbates this issue. Bedding provides a soft substrate as well as insulation, and is particularly important for bears because of their motivation to build nests and line dens. Failure to provide appropriately furnished dens may result in frustration of motivated behavior, and inability to behaviorally thermoregulate. The bear must have access to an appropriately designed den and bedding that meets its species specific needs. This was corrected on the second day of inspection, but a long term and effective method of correction will be required in the future. ***The pasture containing three Painted sheep has only one calf hutch for shelter, which cannot accommodate all three sheep at the same time. ***The arctic fox enclosure has one shelter which is not large enough to house both foxes at the same time. Lack of adequate access to shelter can cause adverse effects from exposure to detrimental weather conditions. Appropriate shelters with enough space to house all animals within the enclosures must be provided. ***The fallow deer enclosure has only two-sided shelters that cannot adequately protect from wind or precipitation. In addition, there are holes and sharp edges in the shelter divider. ***The mouflon shelter has only two sides, and cannot adequately protect from wind or precipitation. In addition, the shelter has gaps and loose boards. Failure to protect animals from detrimental weather conditions can negatively impact their health and ability to fight disease. Appropriately constructed shelters must be provided. ***The cougar has no bedding in its den. Bedding provides a soft substrate as well as insulation and is particularly important for this animal since it is slightly underweight and has mobility issues. Soft bedding helps thinner animals stay warm in colder weather, and can help reduce discomfort associated with mobility issues. An appropriate type and amount of bedding must be provided in the cougar den. ***The raccoon has no bedding in its den. Bedding provides a soft substrate, as well as insulation in colder weather. An appropriate type and amount of bedding must be provided for the raccoon.

Perimeter Fence Bear Perimeter Fence: The perimeter fence around the bear enclosure was damaged from a fallen tree. Several sections of the chain link fence is sagging to the point that that the structural strength of the fence is compromised. Several sections of chain link fence are detached from the top support pole. The top support pole is not continuous around the top of the perimeter fence; some section are missing. The one section of the right half of the enclosure is constructed of a double layer of chain link fence. The two layers are detached from each other. The strength of this section is compromised. There is also a 3" gap between the perimeter fence support pole and gate where a person could fit a hand through, allowing inappropriate access to the bear. Gaps and damage to perimeter fencing may result in failure to prevent the entry of unauthorized persons and unwanted animals. The perimeter fence must be repaired to restore its functional integrity.

***The Patagonian cavy cited on the June 2016 inspection report was rechecked and appears to be continuing to heal without incident. No fighting was observed during this inspection, but cavies were noted to chase each other in the enclosure. There are no visual barriers and there is insufficient space to allow animals to remove themselves from unwanted social contact. This results in stress for the animals. Enclosures must be designed to permit normal social and postural adjustments for the species in question. Correct by December 15, 2016 ***The Arctic foxes appeared hyper vigilant, agitated, and paced nearly continuously when we approached the enclosure. The enclosure has one igloo style shelter that cannot fit both animals comfortably at the same time, and there are no visual barriers that allow them to remove themselves from view, which is a social behavior for foxes. Normal postural behaviors for foxes include a motivation to dig, create dens and jump onto elevated areas. Inability to engage in highly motivated behaviors such as hiding and digging results in stress to the animals. This enclosure is on a concrete slab and does not provide these normal social and postural adjustments for the species in question. Suitable dens, visual barriers, and provisions for safe digging must be provided. Correct by December 15, 2016 ***The enclosure for the bear is a corn crib on a concrete slab and this bear exhibits behavioral and orthopedic abnormalities. Asiatic black bears are biologically designed to be smaller and slimmer to have the mobility to climb trees, so excess weight on this species of bear can cause additional health and behavioral issues. The bear enclosure has insufficient space and furnishings (such as climbing structures, and a water feature suitable for swimming) to promote exercise. In addition, the substrate is concrete flooring, which can exacerbate mobility issues and does not allow for digging, an important normal postural adjustment for bears. In light of the bear’s behavior, weight issues and front limb angular deformities, the amount of space, furnishings, and the substrate are not appropriate for this bear. The licensee must consult with the attending veterinarian to provide an enclosure design that facilitates normal social and postural adjustments appropriate for the individual bear’s medical needs. The licensee informed the inspectors that the animal will be transferred to another facility in the near future. The animal must be promptly evaluated by the attending veterinarian or safely transferred before the correction date. Correct by December 15, 2016

***According to the licensee, the diet for the cougar includes deer carcasses, hamburger, whole store bought turkeys, and chicken leg quarters. The diet for the bobcat consists of consists of raw chicken, turkey and deer meat with some bones. Neither felid is receiving whole carcasses on a regular basis and the licensee stated that the meat is not supplemented. The diet as stated may result in nutritional issues including, but not limited to amino acid deficiencies, calcium deficiencies, calcium/phosphorus imbalances, and vitamin deficiencies. The diet should be evaluated by the attending veterinarian, preferably with consultation from a nutritionist. Correct by November 15, 2016 On the second day of the inspection we observed the cougar being fed chicken parts. The animal rapidly ate the food and when it was finished it licked the concrete flooring where the food had been. An associate veterinarian of the Attending Veterinarian’s clinic observed the animal and recommended feeding to satiety. Food must be offered in appropriate quantities as per the veterinarian’s recommendation. Correct by November 15, 2016 ***The diet for the bear includes dog food, fruit, and corn. The bear appeared very agitated and hungry when the licensee offered food, and inspectors observed the bear finishing all the scattered dog kibble within a few minutes. Bears require a large variety of foods, and in the winter they should have a seasonally appropriate diet and be allowed to feed to satiety, as per their normal seasonal metabolic requirements. Consult with the attending veterinarian on an appropriate weight reduction program that takes into account the bears seasonal nutritional needs. The licensee informed the inspectors that the animal will be transferred to another facility in the near future. The animal must have its diet evaluated by the attending veterinarian (preferably in consultation with a nutritionist) or safely transferred before the correction date for diet evaluation. Correct by November 15, 2016 ***According to the licensee, the diet for the Patagonian cavies is approximately 90% rabbit pellets, with about 10 to 15% orchard grass/clover mix hay. Fresh fruits and vegetables are provided only sporadically. Caviids require vitamin C in their diet, and insufficient amounts may result in deficiency and disease. In lieu of a vitamin C supplemented pelleted diet, these animals require appropriate types and amounts of fresh fruits, vegetables or another effective method of supplementation to meet this nutritional need. The animal must have its diet evaluated by the Attending Veterinarian. The bear’s water receptacle had about one half inch of water at the bottom of the approximately 2 foot by 1 foot by six inch pan. We observed the bear visiting the water receptacle a few times but it did not appear to drink. When the water receptacle was refilled the bear promptly went to drink. Pest Control Numerous rat holes were observed around the bear enclosure in the area of the den, the prairie dog enclosure, cavy enclosure, cape porcupine enclosure, and pheasant enclosures. Rats are known to carry various disease hazards and a safe and effective pest control program is required for animal health. ***There are currently 55 mammals and several non-regulated animals housed at the facility. At the time of inspection, it was discovered that the individual is engaged in regulated activity without a license. There is evidence from a third party that she has sold puppies to a pet store, and advertises non face-to-face sales and shipping. When asked about her business, the individual described buying puppies from breeders or dealers, receiving them at her premise and occasionally shipping them to the new owner. She has an interest in more than four breeding females (including at other locations due to local laws) that she sells the puppies from. At the time of inspection, the local Animal Control Officer entered the residence and saw 39 puppies and two adult dogs. Any person operating or intending to operate as a dealer must have a valid Class B Dealer license to buy and sell puppies to pet stores, brokers or selling puppies "sight unseen" and shipping animals via ground or plane. Additionally a USDA, APHIS, AC license must be obtained if the breeder is acting in concert with others where they collectively maintain a total of more than four breeding female dogs.
