Handling According to facility documentation, two NHP(cid:25)s, one in June 2013 and one in August 2013, were injured during handling. The incidents occurred during removal from their enclosures, and each animal sustained a limb injury. In each instance, the injury was recognized by faciliy personnel and the condition of the NHP was assessed. Measures were taken to relieve the animals of any pain and distress. Per this Section of the Regulations, animals should be handled as expeditiously as possible in a manner that does not cause trauma, behavioral stress, physical harm, or unnecessary discomfort to ensure the health and well-being of the animal. In response to this incident and to prevent any future incidents, the institution took corrective actions including but not limited to retraining of the staff on proper handling techniques, as well as additional observation and assessment by management of the staff performing animal handling. There have not been any additional incidents since the corrective actions were implemented. The institution has taken appropriate corrective measures to address this item. This inspection was conducted at the West Point, PA site on June 17 - 20, 2014. An exit briefing was conducted on June 20, 2014 with the facility representatives and a copy of the inspection report was left at the facility.

Pigs on an IACUC approved protocol are restricted in farrowing crates for a period of approximately three weeks. The restricted animals are exercised at least once daily during this time. For the period they are in the crates, the pigs' normal postural adjustment are restricted, as they are unable to turn around. This exception to space requirements is noted in the protocol, but has not been included in the Facility's annual report. A summary of all exceptions to the standards and regulations under the Act must be attached to the facility's annual report. On two IACUC approved protocols involving weanling cats and retired breeding male cats undergoing surgery, pain medications were given, but they were not given at the dose and frequency described in the approved protocols. Analgesics and anesthetic drugs should be given at the appropriate doses for each animal in order to ensure that pain and distress associated with the procedures are minimized. The IACUC should approve these drug dosages based on current veterinary care standards for each species and for the level of pain and/or distress that may be experienced by the animals. The IACUC must ensure that the research personnel follow these approved dosages. With respect to activities involving animals, the IACUC, as an agent of the research facility, shall review proposals to conduct activities involving animals, or to make a significant change in an ongoing activity involving animals, Activities involving animals must contain a complete description of the proposed use of the animals. Improperly labeled and expired drugs intermingled with current supply in three different locations (2 locations in Pathology building and one laboratory in Zoology building): **Acepromazine expired 01-14 **Ketamine combined with Acepromazine in a vial which was not labeled with expiration date **Beuthanasia D vial labeled "B9" with no corresponding log sheet for this vial which was opened and not full but 2 log sheets were found for "B8" vial of Beuthansia D **AnaSed expired 10/13 **Acepromazine expired 11/13 The use of expired medical materials on regulated animals is not considered to be an acceptable veterinary practice and does not constitute adequate veterinary care. The effectiveness of the dosage level and expected results when expired drugs are administrated could be drastically changed or may not work as anticipated. The research facility must ensure that all medications used have not gone past the recorded expiration date. Improperly labeled compounded medications must be labeled with an expiration date and should be stored appropriately for all the components to remain effective. A better system for ensuring that all drugs and medical materials to be used in regulated animals are current, labeled and stored properly, and that logs used to record and track the use of controlled substances are accurate should be developed and implemented by the research facility. Guinea pig ID# 126585 on an IACUC approved protocol was found by research staff on 7/26/2013 to be in poor condition. The weekend staff did not report any concerns with this animal but it was found dead on 7/29/2014. This guinea pig should have been evaluated to determine if euthanasia should be performed but it died without appropriate assessment or intervention. To be corrected by 10/31/2014.

Two dog fights, one on/around 2/14/2014, involving two beagle dogs ID# 126111 and 126099, and one on 3/14/2014, involving two beagle dogs ID#'s 126114 (Blossom) and 126098 (Dolly), occurred during student socialization sessions and resulted in injuries to all 4 dogs. During inspection, the outdoor enclosures for one male Grevy'(cid:25)s zebra, two Dexter cows, and six Jacob(cid:25)s Four-Horned sheep had multiple areas of loose sharp metal wires. Most of the loose wires were from 2 in. by 2 in. metal fencing used to patch holes in the main fencing and gates. The wires ranged from being a quarter inch in length to several inches and most were sharp to the touch. The wires are not only sharp which can injury the animal(cid:25)'s mouth and skin but can also be possibly ingested. Additionally, the loose fence wires do not provide a structurally sound enclosure. The housing facilities must be in good repair to protect the animals from injury and to contain the animals. Several medications and suture materials were expired as follows: 1- One bottle ampicillin exp. 3-14 2-One tray feline vaccine exp. 23-4-14 3- Tetanus toxin (5 vials) exp. 1-7-14 4-Agricillin (1 vial) exp. 4-14 5- NaCl 1 bag, exp. 2-14 6- 1 box chromic 2/0 suture exp. 6-06 7- 2 boxes catgut 0 exp. 3-08 8- 1 box Prolene 0 exp. 7-03 9- 1 box each 0, 2/0, 3/0 Polyglycolic exp. 8-08 10- 1 box 0 PDS exp. 1-14 11- 1 box 0 chromic exp. 1-14 12- 1 chromic cassette 0 exp. 6-30-99 (10 out of the 14 boxes of sutures were expired) The use of expired materials and medications is considered adulterated and is not an appropriate method to prevent, control, diagnose, and treat diseases and injuries. . The refrigerator that is use to store vaccines and medications had frozen and liquid condensate. Several of the boxes and vials were very wet. This method of storage does not minimize possible contamination of these products. A baboon, coatimundi and puma were euthanized on January 30, 2014 utilizing a bottle of euthanasia which had expired on October 2013. The attending veterinarian had knowledge of the expired drug but had no other alternative to humanely euthanize the animals. A purchase order was submitted by the attending veterinarian several months ago, but due to the zoo's purchasing administrative procurement process they have yet to be ordered. The procurement process and delivery of medications, equipment, supplies and services shall be expedited so that the animals receive the proper veterinary care & treatment(s) in a timely manner to relieve pain &/or suffering as quick as possible; and that the animals do not suffer needlessly or be subjected to a prolonged euthanasia process due to expired agents. A puma, coatimundi, & a baboon were euthanized because they were not "fit for exhibition". The medical records did not list any recent illnesses or work-ups, & the documentation doesn't indicate any problems that would lead to the decision for euthanasia. Several mammals (eg: camel, kangaroo) have coccidia with associated clinical signs & illness and have required veterinary care. These animals are in close proximity to, or in the enclosures with birds. These are routinely de-wormed, but the medication(s) used is ineffective in treating or controlling coccidia. These animals are not tested for any parasites by the veterinarian. Ensure either that these bird species do not pose a disease transmission threat to the regulated mammals, or institute a program of veterinary care to control or eliminate these species of parasites to prevent illnesses. Regulated species (deer )that have been on exhibition have been euthanized by cutting their jugular veins with a knife and then fed to the big cats. Cutting an animal's throat with a knife without first stunning them is not considered humane and is not an accepted method of euthanasia. Guinea pigs that were also were on exhibit were fed alive to snakes as food. All regulated species (that have been on exhibit) shall not be used to feed another species unless they are properly euthanized according to accepted methods by the AVMA. Regulated animals used for food and properly euthanized shall not pose a risk of infection from contagious disesases, parasites, etc., to ensure the well-being and health of the animals fed. ***The shelter housing facility of the baboons, patas, and african green monkey had deficient light intensity making it difficult to conduct inspections and to observe the animals. **** Lighting must be uniformly diffused throughout animal facilities and provide sufficient illumination to aid in maintaining good housekeeping practices, adequate cleaning, adequate inspection of animals, and for the well-being of the animals.

Several primate shelter facilities (lemur, spider monkeys, baboons, etc.) were observed to have green algae on the floor, dirt, leaves, etc. which indicated that they are not properly and regularly cleaned. One gate of the perimeter fence located near the hippo exhibit is not locked. The hinge on the opposite side only consists of a twisted pliable wire which doesn't provide any security. The attending veterinarian indicated that this gate was use to accommodate the increase attendance from a festival in January 2014 and it has not been locked since then. This gate is accessible to the public because it is located adjacent to a parking area. The perimeter fence should be secured at all times to prevent animals from escaping and the public from accessing the animals in order to protect the animals (and the public ) from injury. 2.131 (d) (2) Handling of animals During the time of inspection in the lower enclosure holding two llamas and 25 fallow deer, there was not an identifiable attendant present when the public was in contact with the animals through the enclosure fence. While conducting the inspection the attendant returned on or about 15 minutes from the start of the inspection on this enclosure. An identifiable attendant should be present when the public is able to contact the animals in order to prevent injury to the animals and/or public and to ensure that all handling and feeding is done according to the requirements of this Section of the AWA regulations. During all times of public contact there must be a responsible, knowledgeable, and readily identifiable employee or attendant present. This is a repeat from inspection conducted on November, 18, 2013 with an original correction date of December 19, 2013.

3.125 (a) Structural Strength The upper enclosure holding the four male fallow deer, on the back side of the shelter there are broken boards with gaps large enough for animals to get their hooves/foot caught and potentially cause injuries. Sow #1257 in the North Gestation barn that had a very large abscess approximately 10 inches in diameter on the upper right shoulder/right side of neck area. The skin was dark red and irritated, tight due to the pressure of the puss below the skin where there were scabby portions of skin through the center of the large lump. The abscess on the sow has not been treated and the veterinarian has not been contacted in regards to treatment at this time. It is important that all illnesses, injuries or health issues are identified, treated and communicated to the veterinarian for treatment protocols. The licensee must be vigilant in observing health issues early in order to decrease the level of pain and discomfort to the animal and to keep a minimal issue from becoming a major condition. The licensee must provide immediate care and treatment in conjunction with their veterinarians recommendations as soon as issues have been identified. The licensee drained, cleaned and medicated the sow and the abscess before the end of the inspection.

There was a female sow #1257 that had an extremely large abscess approximately 5 inches long (approx. 10inches in diameter) on the right side of the neck/top front shoulder area under the back of the jaw line. The skin was dark red and pulled tight due to the pressure of the infection, with scab material running the length of the abscess. It took several days for the abscess to get to this size and it had not been observed or treated by the facility until it was identified during this inspection. It is important that all illnesses, injuries or health issues are identified, treated and communicated to the veterinarian in a timely manner in order to prevent prolonged discomfort or pain to the regulated animals and to prevent a treatable issue from becoming a chronic untreatable condition. The licensee must conduct daily observations of all regulated animals and identify health issues in a timely manner and contact the veterinarian for proper diagnosis and treatment of health issues. The abscess had been lanced, cleaned and treated by the manager before the end of this inspection. An approximately 1 year old male black bear had it's canine teeth reduced and was declawed on June 2, 2014. The reason for these procedures was reported to be for safety and handling reasons. De-clawing is a painful procedure and can potentially lead to chronic health problems when an animal gets older. Routine de-clawing and tooth removal in wild carnivore species for any reason other than to treat a medical condition of the affected digit/tooth is no longer an accepted standard veterinary procedure. A handwritten sign on one enclosure housing five kittens stated that they are currently being treated for respiratory infections with Amoxi and eye medication. A second enclosure housing one kitten (orange and white domestic shorthair) whose litter box had loose stool present in it coated with cat litter had a handwritten sign on it that stated that the kitten was being treated with Metronidazole and Albon. All kittens appeared alert and active. The facility representative stated that the attending veterinarian had been called this weekend and that medication was waiting to be picked up at the vet's clinic. Acquisition records stated that the kittens have been at the store for the last 2-4 weeks. There was no documentation available to show when the vet had been contacted, what the vet's recommendations were or when/with what the kittens had been treated. The attending veterinarian was not able to be reached by phone (on vacation). The inspectors asked to see the medication that was being administered and were shown the following: a large stock bottle of Albon (no directions specific to kitten) and a bottle of aquarium metronidazole tablets that states on the label for use in aquariums only and expired on 5/2014. No bottle of Amoxi was present at the facility. The facility representative stated that they ran out of Clavamox this weekend and had thrown out the empty bottle. From the lack of treatment records available for review, lack of labeling of medication used with kitten instructions (Metronidazole, Albon), use of exired medication (Metronidazole) and lack of medication (Amoxi/Clavamox) available for use it was impossible to determine if appropriate methods are being used to diagnose and treat these kittens. The attending veterinarian must be contacted and involved in the dianosis and treatment of all diseases to ensure the health and well-being off the animals. For commonly treated conditions, treatment plans can be approved in advance by the attending veterinarian and individual animal treatments documented by facility staff. There is a lack of adequate perimeter fencing around several of the enclosures in the section of the facility referred to North American Trail as well as the camels and New Guinea singing dogs enclosures. Some of the enclosures do have a perimeter fence but not on all four sides also, a few of the enclosures are surrounded by perimeter fences that are only four feet high. Since June, 2013 ther have been new managers in charge of animal care at the facility and there have been numerous deaths of animals in their care. The list includes one ringtail lemur, 1 bobcat kitten, 2 adult watusi, 2 cavy, 1 fox, one peacock, one Chinese pheasant and two fallow deer. The managers husband stated that the technician that was hired this spring was represented as having wild and exotic animal experience, but they found out she had only worked at a dog kennel, which is also the only experience that the manager and the managers husband have had with animals. Since the previous inspection a rabbit has had a back injury due to poor handling. All licensees who maintain wild or exotic animals must demonstrate adequate experience and knowledge of the species they maintain. The 18 fallow deer on exhibit are very uneasy and nervous. The animals pace the back of the enclosure and hide in the off exhibit area. The public is allowed to enter the deer enclosure. Signs are posted to not proceed beyond this point but there is no physical barrier, leaving the deer an area where the public is not allowed but the food and water for the deer is in the area where the public is allowed. The public access further exacerbates the animals nervousness and may cause them to injur themselves. The public is allowed hand feed animals on exhibit including: six pigs, two llamas, one alpaca, five goats, two cavies, one rabbit, a watusi, and eighteen fallow deer. The public may contact the animals during feeding. Employees or attendants are not present during these times of public contact. Guests may enter the fallow deer enclosure unattended. The deer run back and forth across the back of their enclosure when they see people. The enclosure housing 2 adult pigs and 4 piglets, the enclosure housing the 3 llama/alpaca and the enclosure housing the Watusi have numerous areas of wire fence that are broken and in disrepair. The shelters for the fallow deer in the off exhibit area have two wood boards on the ground with large nails sticking out from them and there is a roof support that is falling down and also has nails sticking out of it. There is a rusty, deteriorated piece of metal along the bottom of the shelter for the bobcats. The door for the rabbit shelter is chewed and in disrepair. There are old, non-functional, automatic waterers in the deer enclosure that are very rusted and have jagged edges. The facility must be constructed of such material and of such strength as appropriate for the animals involved.The indoor and outdoor housing facilities shall be structurally sound and shall be maintained in good repair to protect the animals from injury and to contain the animals. All animals must be contained in an enclosure that is appropriate for the species to prevent injury and/or death of the animals.Replace or repair the fence so that it does not cause injury and so that it contains the pigs, llama/alpaca and Watusi. Repair the shelterss in the off exhibit are for the fallow deer to prevent injury. Remove or replace the rusty metal at the bottom of the bobcat shelter to prevent injury and to maintain the structural strength of the shelter. The storage shed which used to house bags of all purpose sweet feed and deer pellets has spilled feed on the floor. There is evidence of mice in the form of mouse droppings on the floor of the shed. The bobcat shelter has a storage area attached to it. The facility is keeping bird feed in this area and it is spilled on the floor. There is a large amount of dried chicken juice on the rungs of the refrigerator shelves and the bottom of the refrigerator. There is an odor coming from the refrigerator. Supplies of food and bedding shall be stored in facilities which adequately protect such supplies against deterioration, molding, or contamination by vermin. Refrigeration shall be provided for supplies of perishable food. Any open bags of food must be kept in a container with a lid to prevent infestation and contamination by mice and spilled feed must be cleaned up so that it does not attract rodents. The refrigerator where the meat is thawed must be cleaned regularily to eliminate the possibility of contamination of the food and to reduce odor and disease hazards.

Since June, 2013 the applicant has been in charge of animal care at the facility and there have been numerous deaths of animals in their care. The 18 fallow deer on exhibit are very uneasy and nervous. The animals pace the back of the enclosure and hide in the off exhibit area. The public is allowed to enter the deer enclosure. Signs are posted to not proceed beyond this point but there is no physical barrier, leaving the deer an area where the public is not allowed but the food and water for the deer is in the area where the public is allowed. The public access further exacerbates the animals nervousness and may cause them to injur themselves. Handling of all animals shall be done as expeditiously and carefully as possible in a manner that does not cause trauma, overheating, excessive cooling, behavioral stress, physical harm, or unnecessary discomfort. Measures must be taken to reduce the stress and anxiety of these animals when on exhibit to the public.

The public is allowed hand feed animals on exhibit including: six pigs, two llamas, one alpaca, five goats, two cavies, one rabbit, a watusi, and eighteen fallow deer. The public may contact the animals during feeding. Employees or attendants are not present during these times of public contact. Guests may enter the fallow deer enclosure unattended. The deer run back and forth across the back of their enclosure when they see people. One of the rabbits present at the last inspection was seen by the attending veterinarian for a back issue that was causing lameness. The care takers are not aware of how the injury happened because there are no attendants present at times of public contact. Unattended public contact may result in physical injury to the animals by trauma or them eating unapproved items. The animals experience mental harm when they are subject to ignorant and inappropriate human contact. A responsible, knowledgeable, and readily identifiable employee or attendant must be present at all times during public contact.

The enclosure housing 2 adult pigs and 4 piglets, the enclosure housing the 3 llama/alpaca and the enclosure housing the Watusi have numerous areas of wire fence that are broken and in disrepair. The shelters for the fallow deer in the off exhibit area have two wood boards on the ground with large nails sticking out from them and there is a roof support that is falling down and also has nails sticking out of it. There is a rusty, deteriorated piece of metal along the bottom of the shelter for the bobcats. The door for the rabbit shelter is chewed and in disrepair. There are old, non-functional automatic waterers in the deer enclosure that are very rusted and have jagged edges. The facility must be constructed of such material and of such strength as appropriate for the animals involved.The indoor and outdoor housing facilities shall be structurally sound and shall be maintained in good repair to protect the animals from injury and to contain the animals. All animals must be contained in an enclosure that is appropriate for the species to prevent injury and/or death of the animals.Replace or repair the fence so that it does not cause injury and so that it contains the pigs, llama/alpaca and Watusi. Repair the shelters in the off exhibit area for the fallow deer to prevent injury. Remove or replace the rusty metal at the bottom of the bobcat shelter to prevent injury and maintain the structural strength of the shelter. Replace or repair the door so that it does not cause injury to the rabbit inside the enclosure. Remove or repair the automatic waterers inside the fallow deer enclosure to prevent injury.

The storage shed which used to store the bags of all purpose sweet feed and deer pellets has spilled feed on the floor. There is evidence of mice in the form of mouse droppings on the floor of the shed. The bobcat shelter has a storage area attached to it. The facility is keeping bird food in this area and it is spilled on the floor. During inspecion the inspector had a mouse run over her foot in this storage area. Open bags and spilled food draw rodents into the area. The bobcat food is thawed in a refrigerator in the storage area where the bobcats are housed. There is a large amount of dried chicken juice on the rungs of the refrigerator shelves and the bottom of the refrigerator. There is an odor coming from the refrigerator. Supplies of food and bedding shall be stored in facilities which adequately protect such supplies against deterioration, molding, or contamination by vermin. Refrigeration shall be provided for supplies of perishable food. Any open bags of food must be kept in a container with a lid to prevent infestation and contamination by mice any spilled feed must be cleaned up so that it does not attract rodents. The refrigerator where the meat is thawed must be cleaned regularily to eliminate the possibility of contamination of the food and reduce odor and disease hazards.

The Watusi is housed in an enclosure that does not have a shelter with 3 sides and a roof . Shelter from inclement weather. Natural or artificial shelter appropriate to the local climatic conditions for the species concerned shall be provided for all animals kept outdoors to afford them protection and to prevent discomfort to such animals. Individual animals shall be acclimated before they are exposed to the extremes of the individual climate. The shelter provided is not a sufficient shelter for the watusi. The two cavy are in an enclosure that does not have a perimeter fence. On or after May 17, 2000, all outdoor housing facilities (i.e., facilities not entirely indoors) must be enclosed by a perimeter fence that is of sufficient height to keep animals and unauthorized persons out. Fences less than 6 feet high for other animals must be approved in writing by the Administrator. There was no edible hay in the fallow deer enclosure and according to the attending veterinarians instructions hay must be fed ad lib to the deer. The cavy diet consists of one day of pig feed and one day of rabbit pellet. This diet for the cavy has not been recommended by the attending veterinarian. There was no pellet or grain in the fallow deer enclosure and no deer pellet on hand. There was no food dish or rabbit pellet in the rabbit enclosure. The food shall be wholesome, palatable, and free from contamination and of sufficient quantity and nutritive value to maintain all animals in good health. Provide all animals with a sufficient amount of appropriate food and hay daily to maintain the health of the animals.
